Accessibility is Realized When Everyone Understands

Focusing on SignTong and Ongl, we explore technologies proven in public and everyday settings,

as well as the future direction of accessibility as it expands into broader areas.

| Why Is Web Accessibility Important?

Information that feels completely natural and accessible to some may be entirely out of reach for others.

Is the web truly a space for everyone?

It may appear to be “open,” but in reality, many people still encounter websites that are invisible, inaudible, or unusable.

EQ4ALL begins with this question: “Is the web really open to everyone?”

This content is the first installment of the “A Web for Everyone – Web Accessibility Series.”
In this edition, we explore why web accessibility matters—and why it deserves greater attention now.

| Who Is the Web For?

Small font sizes, low color contrast, images without alternative text, and video content without captions or sign language.

For some users, these may seem like minor inconveniences.
For people with disabilities, however, they can become barriers that completely block access to information.

The web should be open to everyone, yet many websites are still designed without considering all users.

Web Accessibility

Web accessibility means designing websites so that anyone—regardless of disability—can access, understand, and use web content. This is not merely an act of consideration.

Web accessibility is a legal requirement, a technical standard,
and ultimately a fundamental human right in the digital age.

It applies not only to users with visual, auditory, physical, or cognitive disabilities,
but also to older adults and individuals experiencing temporary impairments.
Web accessibility is a design principle for everyone.

| Why Is Web Accessibility Becoming More Important?

Web accessibility is no longer optional—it is becoming mandatory.

Not only public institutions but also private companies must now consider accessibility
due to ESG management standards and disability anti-discrimination laws.

In other words, accessibility is no longer “good to have”—
it is a requirement that carries responsibility if unmet.

✔️ Revision of national standards (KWCAG 2.2)
✔️ Gradual mandatory implementation of kiosk and mobile accessibility
✔️ Expansion of accessibility certification for major web services
✔️ Strengthened requirements for public institutions and private enterprises

| Web Accessibility Begins with a Web That Signs

For Deaf users, a text-only web experience may not be sufficient.

Beyond simply providing captions for video content,
there is a need for web environments that deliver information through sign language.

EQ4ALL works to create web experiences that are truly understandable and usable—
bringing together technology, policy, and design standards
to ensure that everyone can access information, regardless of ability.

In this first installment, we explored why web accessibility matters and why it demands attention today.
In the next edition, we will look more closely at how web accessibility can be implemented in real services and technologies.

An infographic visualizing EQ4ALL’s question about web accessibility. A computer monitor with a search bar and question mark icons symbolically represents the message, “Is the web truly open to everyone?” It highlights the reality that some users face inaccessible digital environments and emphasizes the need for sign language-based information access and inclusive web standards.
